ROSEAU, Dominica -- Dominica rejected criticism Monday that its vote on an international whaling council was up for sale after the prime minister returned from Japan with new aid pledges and renewed his support for commercial whaling.

Prime Minister Roosevelt Skerrit, who concluded a three-week trip to Japan and China last week, said on state-owned DBS radio Monday that "we told the Japanese we will continue to support the sustainable use of marine resources."

Skerrit also announced that Tokyo will build a fish-processing center on the Caribbean island, the latest assistance from a country that has built two other fisheries in the former British colony.

Environmental groups have accused Dominica and other developing nations of voting with Japan, a pro-whaling nation, at meetings of the International Whaling Commission in exchange for financial aid.

"Dominica is for sale and acts like an international prostitute," said conservationist Atherton Martin.

Government spokesman Sean Douglas said Dominica has a similar approach to wildlife management as Japan and "rejects outright" the suggestion that it supports Tokyo's position in exchange for assistance.

"The government has always said we support sustainable uses in support of our own wildlife program," Douglas said.

The next IWC meeting will be held May 28-31 in Anchorage, Alaska.

At the meeting last year in St. Kitts, a slim majority including Dominica voted in support of commercial whaling but did not have enough support to overturn a 20-year-old ban. (AP)

  • image there are other ways to get out of the 18th century without having to sell Dominica.I would like to know the percentage of Dominicans who are behind the Prime Minister on whaling. Here we are promoting whale watching and at the same time supporting killing them. I do not sopport whaling and many of my friends don´t, friends who are strong labor supporters so who is backing or prime minister? True the fisheries complex sounds good but is there no other way of getting it? Its about time we take an active roll in the running of our country because if we do not do so soon we will no longer have a Dominica to be proud of. Imagine if Alex had broadcasted something like that on his show, how would it have looked?

  • image "Dominica is for sale and acts like an international prostitute," said conservationist Atherton Martin. It is people like Artherton Martin that would like to keep Dominica and its people in the 18th Century. Athie, you love your country so much that you call her an "Internatinal Prostitute." Why not tell us where your funding comes from? I am sorry but The Prime Minister is doing the right thing by negociating a new fisheris complex for the people of Portsmouth. Dominica should vote in the Japanese favour. I do not see Greenpeace helping us Athie!

  • image Wake up people. Everyone's vote is for sale in this day and age, especially in the underdeveloped countries. Dominica and its people will benefit with the new fisheries development in Portsmouth being constructed by the Japanese. Lives will be saved with the technical advancements in tracking fishermen at Sea. The Police Department will receive new vehicle's to ensure a better presence is felt throughout the Island which will lead to safer communities. Do you think for one minute that Dominica's vote is really going to prevent the Japanese from whaling. They have been whaling for years behind the back of the World. Wake up and please do not be so naive. Son of Roseau

  • image I am so disappointed with Skerrit's decision to support whaling, as I am with many of his pathetic decisions to allow Dominica to be a common whore on the international Square. I would have thought that the background from which he came would have made him more sympathetic to world culture and principal of life. Shame on you - you were supposed to make a difference, not join the nasty rat race. I am heart broken.

  • image I love you dearly and your beloved country, but this doesn't mean I am in favor of blackmail by rich countries who are greedy for profit through whaling. Shame on your PM for allowing himself to be blackmailed and bribed in such a tawdry manner! Next he'll be supporting the war in Iraq for a handful of dollars!
