Public Officer kills idea of Diaspora Bank

Economist, Dr Thompson Fontaine is disappointed that the Labour Party Government did not did take advantage of the opportunity to establish a bank for the Diaspora in Dominica.


The idea first surfaced at a symposium in New York in 2001 and shortly after, Mr Fontaine and a few other potential investors came up with the initial capital to take the banking project to its next step.

“The concept was simple, we would go to the people in the Diaspora and tell them that instead of saving their money in some trust and Bank of America why don’t you save a portion of that money in Dominica.

“Our focus in this bank would be on small business development. We would equip the bank with technical people who would be able to assist people with business plans. People were very excited about it,” Fontaine disclosed on a radio programme 'The Hot Seat.'

However, according to the Economist based on the International Monetary Bank in Washington, some high ranking public officer within the government system killed the idea and did not act on it.

“It died because they did not act on it….somebody within the government system decided it was not a good idea and it died.

“I am disappointed because there are people out there who are not interested in doing things to assist this country but yet you have some public officer who decides he is not interested and it dies. It’s frustrating,” he said.

  • image Re: Public Officer kills idea of Diaspora Bank I think it a pity that decisions of importance to the country's financial develooment can be decided by someone who perhaps does not have the authority to make the decision on the country's banking needs. I think the suggestion a capital idea. I have been of the opinion that Dominicans resident ouside of the country should be encouraged to save within the country and given the chance to purchase our scarce resources, DOMLEC, a case in point. Perhaps a future new government will take another look at the suggestion. Mr. Fontaine, KUDOS to you for having spearheaded the idea. I suppose the someone in there may have thought you re not a worthy candidate to come up with the idea, but I think you are one of the many Dominicans overseas who is interested in our country's developmentare we and you are well placed to evaluate the projects that could be of benefit to our country. Keep the suggestion in the "covers", it will see fruition-aworthy project. Elpha Augustine-Toronto, Canada

  • image These agree whole heartedly with Dr.Fontaine's request about establishing a bank for the diaspora.Iam a young dominican studing abroad and iam outraged at the statistics, the numbers of our youth especially that leave the nature isle to further their education and do not return to develop dominica.Iam upset but i also understand the position it is mine as well,upliftment and progress is a near impossiblity in Dominica the money needed is not there to facilitate young businesses.There are so many dominicans abroad (raking it in ) that can offer assistance through such a bank and aid in our youthfull business savy to bring our Nature Isle to the status she deserves among the region and the globe.

  • image Why is it that we cannot accept new ideas and act on them? The public service in particular is too heavily laden with people who stifle viable projects proposed by young, educated Dominicans with the resources and the connections to make them happen. It is so important for young entrepreneurs in DA to have access to financing. The geo-thermal energy area is another one where an excellent project has been stifled, and which has the capacity to affect the ENTIRE economy drastically. God! Please bless Dominica with some forward looking leaders and administrators.

  • image I agree with Dr Fontaine being that he is in a position to decide banking needs and assessments for Dominica. He has served other "Third World" countries so well, that it disappoints me that our government would not take his suggestions to heart. In addition, he is one of the few who really cares about the island and does not need its' financial gains for him or his family.
